Derbyshire Dales District Council has granted planning permission for the £130m redevelopment of Smedley’s Hydro in Matlock.
The mixed-use regeneration scheme centres on the Grade II listed County Hall building, which currently serves as the headquarters of Derbyshire County Council.
Full planning permission and listed building consent have been granted for the renovation of the south building and Winter Gardens to create a new hotel and events space.
Plans also include new apartments and commercial space within the north building.
The wider masterplan has received outline planning permission for a new council workplace and additional homes.
Councillor Alan Graves, Leader of Derbyshire County Council, said: “The redevelopment of Smedley’s Hydro is a practical, locally-led plan, which will secure the future of County Hall for generations to come.
“Our proposals support Derbyshire’s growth, heritage and community and mark a new era for a much-loved landmark while creating lasting economic and social value for Matlock and the wider county.
“This is an important milestone in securing the long-term future of the heritage buildings and Winter Gardens by introducing sustainable new uses to support its viability and boost the town and county’s local economies.”
Overlooking Matlock, close to the Peak District National Park, the redevelopment is expected to contribute £66m to the town’s economy and £145m across Derbyshire.
The scheme is expected to create around 100 permanent jobs alongside more than 800 construction jobs and apprenticeships across hospitality and construction.
It will also contribute towards Matlock’s housing supply and is expected to increase footfall and create opportunities for local businesses and suppliers.
The new civic building included within the masterplan is expected to reduce energy consumption by 90% and save Derbyshire County Council up to £1m annually in running costs.
Derbyshire County Council will retain ownership of the site and is currently undertaking a competitive procurement process to appoint a master developer.
Three partners have been shortlisted, with a final decision expected towards the end of 2026.
Construction is scheduled to begin from 2027.
